Delhi Government Plans to Lower Legal Beer Drinking Age to 21: What It Means for You

The Delhi government has proposed a significant amendment to its proposed excise policy, lowering the age to legally drink beer in Delhi from 25 to 21. If this proposal is accepted, drinking and purchasing beer would be common in neighboring states like Uttar Pradesh or Haryana, where the minimum age of purchase is 21.

Delhi misses out on a lot of excise revenue every year because its residents travel to cities in the NCR to purchase cheaper or more accessible liquor. Some studies indicate the capital loses Rs. 4,000 - Rs. 4,500 crore every year to adjacent states. Lowering the drinking age might also help to reclaim some of that revenue.

3. Encourage Safer Choices

Policymakers also consider that by making beer legally available for 21 year-olds, it can help reduce the chance of the young adult consuming spirits. In other words, if young adults can choose to consume beer, they may not drink straight whisky or rum.

What Happens Next

The proposal to lower the Delhi beer age limit is still in the early stages. Here’s what’s ahead:

  • Hybrid liquor retail model – Currently, only government-run outlets sell alcohol in Delhi. The government may reintroduce private liquor shops alongside state-run ones to improve customer choice and modernize the retail experience.

  • Better availability of premium brands – A key focus is to make international and premium Indian liquors more accessible within Delhi, reducing the need for residents to shop in neighboring states.

For now, no changes to the drinking age for hard liquor have been announced. The discussion is strictly about beer.
