History of Whisky: From Monastic Roots to Global Fame
2025-06-03
If you’re someone who enjoys a good drink now and then — whether it’s a weekend whisky, a chilled beer, or your go-to country liquor — you might want to stock up before June 12.
This is replacing the old Excise Policy of the Haryana Government and going into a new Excise Policy (2025-27) so yes, liquor is about to get expensive again.
Let's get right into it so you can see more clearly what changes and how this is going to impact your next booze run.
The Haryana government has revised its excise policy to increase state revenue, setting a bold target of ₹14,064 crore for the 2025–26 fiscal year. As part of this policy, excise duties have been raised across the board—especially for IMFL, country liquor, and beer.
According to officials, this isn’t just about the tax hike. The Minimum Retail Price (MRP) for various liquor categories has also gone up. This means consumers will pay more even before taxes kick in.

IMFL brands are set to become costlier, with excise duty hikes ranging from 10% to 24%, depending on the ex-distillery price (EDP) of the product.
Here’s how it looks in numbers:
| EDP Slab (₹ per case) | Old Duty (₹/proof litre) | New Duty (₹/proof litre) | Increase % |
| ₹1,051–₹1,200 | ₹140 | ₹158 | +12.86% |
| ₹1,201–₹1,400 | ₹145 | ₹163 | +12.41% |
| ₹1,401–₹1,600 | ₹150 | ₹168 | +12% |
| ₹1,601–₹2,500 | ₹155 | ₹173 | +11.61% |
| ₹2,501–₹3,500 | ₹160 | ₹178 | +11.25% |
| ₹3,501–₹5,000 | ₹185 | ₹205 | +10.81% |
| ₹5,001–₹7,000 | ₹200 | ₹220 | +10% |
| ₹7,001 and above | ₹185 | ₹230 | +24.32% |
Notably, no new labels will be approved for brands priced under ₹1,050 per case, in an effort to improve product quality. This means cheaper whiskies and rums might soon vanish from shelves.
Consumer insight: If you're used to buying budget IMFL brands, expect a ₹10–₹30 increase per bottle, depending on your brand of choice.
The state’s favourite 50-degree proof and 65-degree proof country liquor also faces significant hikes:
Quick math: A ₹15 increase per bottle may seem small, but for regular buyers, it adds up monthly.
While super mild beers (up to 3.5% ABV) escape the hike, mild and strong beers are not so lucky.
What this means for you: A pint of strong beer may now cost ₹10–₹15 more in retail stores or bars.
It’s not just drinkers who are affected. Distilleries and distributors now need deeper pockets to enter or stay in Haryana’s market.
This move could discourage smaller or niche liquor brands from entering the Haryana market, limiting variety for consumers.
The Haryana Excise Policy 2025 is a revenue-focused initiative that could reshape the state’s liquor landscape. While the increases may not seem massive at first glance, the cumulative effect over time will impact retailers, distributors, and regular drinkers.
From a consumer perspective:
Whether you’re planning a home bar upgrade or stocking up for the weekend, expect a few extra rupees at checkout.
The Haryana excise policy 2025 is more than a tax tweak—it’s a signal of changing priorities in liquor regulation: quality control, higher revenues, and premium market encouragement. As the policy takes effect from June 12, both buyers and sellers will need to adjust.
Drink smarter, stock wisely, and stay informed.
