IMFL brands are set to become costlier, with excise duty hikes ranging from 10% to 24%, depending on the ex-distillery price (EDP) of the product.

Notably, no new labels will be approved for brands priced under ₹1,050 per case, in an effort to improve product quality. This means cheaper whiskies and rums might soon vanish from shelves.

Country Liquor: Affordable Spirits Take a Hit Too

The state’s favourite 50-degree proof and 65-degree proof country liquor also faces significant hikes:

  • 50° Proof: ₹82 → ₹91 per proof litre (+10.97%)

  • 65° Proof (Metro Liquor): ₹95 → ₹106 per proof litre (+11.57%)

MRP impact:

  • 50° Proof Quart: ₹175 → ₹190

  • 65° Proof Quart: ₹225 → ₹240

Beer Lovers, Brace Yourself

While super mild beers (up to 3.5% ABV) escape the hike, mild and strong beers are not so lucky.

Excise Duty Changes on Beer:

  • Mild Beer (3.5%–5.5%): ₹45 → ₹52 per bulk litre (+15.55%)

  • Strong Beer (5.5%+): ₹55 → ₹62 per bulk litre (+12.72%)

Canned Beer Duties:

  • Mild Canned Beer: ₹55 → ₹60 per bulk litre (+9%)

  • Strong Canned Beer: ₹65 → ₹70 per bulk litre (+7.69%)

  • Super Mild Canned Beer: No change (remains at ₹40)

  • Draught Beer, Wine, Cider, RTDs: No change

What this means for you: A pint of strong beer may now cost ₹10–₹15 more in retail stores or bars.

Distillers Face Heavier Licensing Costs

It’s not just drinkers who are affected. Distilleries and distributors now need deeper pockets to enter or stay in Haryana’s market.

New L-1B Licence Fee:

  • Annual sales ≤ 25 lakh proof litres: ₹30 lakh → ₹62 lakh

  • Sales between 25–50 lakh proof litres: ₹70 lakh → ₹145 lakh

This move could discourage smaller or niche liquor brands from entering the Haryana market, limiting variety for consumers.
